With the participation of a Mexican delegation, the Engineers Syndicate organizes a symposium on… "Urban laws and their impact on urban and sustainable development"

Within the role of the Egyptian Syndicate of Engineers in supporting the state in organizing the World Urban Forum, the Syndicate held a symposium on “Urban Laws and their Impact on Urban and Sustainable Development” In the presence of Engineer Tariq Al-Nabrawi – Head of the Syndicate of Engineers, Professor Dr. Moataz Tolba – Treasurer of the Syndicate, consulting engineer Muhammad Nasser – Member of the Supreme Council, Engineer Zainab Afifi – Member of the Syndicate Council, and Professor Dr. Raafat Shamis – Former Head of the Technical Inspection of Construction Works and Professor at the National Center for construction and housing research, and Representative Dr. Nihal Al-Maghrebel – member of the Housing, Local Administration and Transport Committee in the Senate, and a number of architectural engineering figures in Egypt, and a delegation from the State of Mexico, headed by Mr. “Pablo Augler” – President of the International Association for Urban Legislation, and the delegation includes architects, jurists, and interested parties. Heritage, in preparation for Egypt’s organization of the World Urban Forum, which will be held in Cairo during the period from 4-8 November 2024 under the patronage of Mr. President Abdel Fattah El-Sisi – President of the Republic, and in the presence of representatives from 270 countries around the world. The symposium was moderated by Dr. Mona Samir Rady – Head of Professionals at UN-Habitat, who thanked the Chief of Engineers and the General Syndicate for hosting this meeting, expressing her pride in being within the walls of this ancient edifice, which includes scientific and professional figures who push the wheel of the nation’s progress forward thanks to their ideas and their efforts.

The World Urban Forum is the second most important international event on the United Nations agenda, dedicated to sustainable development and urban issues and organized by the United Nations Human Settlements Organization (UN-HAITAT) to achieve the sustainable development goals.

In In this regard, the union organized a dialogue symposium today, in which the Mexican side participated by talking about the impact of building laws on urban development globally and the similarities between Mexico and Egypt. The symposium dealt with presenting the Mexican experience in urban development within the eleventh goal of the sustainable development goals.

At the beginning of his opening speech, Engineer Tariq Al-Nabrawy expressed his pride in Egypt hosting the World Urban Forum, noting that Egyptian civilization is the oldest civilization concerned with urbanization, which is what the whole world attests to, offering greetings to everyone who contributed to holding the forum in Egypt, led by the Prime Minister.

The head of the Engineers Syndicate said: “Today we are witnessing a kind of joint cooperation between the Egyptian Syndicate of Engineers and the International Urban Legislation Association with the participation of a delegation from the State of Mexico,” explaining the many similarities between ancient civilizations in Egypt and Mexico, stressing that this meeting will It has a good impact in achieving the desired goals of the forum, whose activities will begin tomorrow.

In her speech, Representative Dr. Nihal Al-Mughrabel confirmed,  Egypt is witnessing an urban renaissance and economic growth, which provides many job opportunities and improves the quality of life. She said: “The constitution guarantees the citizen the right to housing, and the United Nations in 2015 announced the Sustainable Development Goals, and that the eleventh goal deals with sustainable cities, the urban economy, governance and how to Urban management.

Al-Maghrebel explained: The Urban Planning Authority has made a great effort to produce a national urban policy that represents coordination between all parties concerned in the field of urbanization. During her speech, she reviewed a number of laws that were discussed in the Senate related to urbanization, which reflect the Egyptian state’s keenness to achieve an urban renaissance that is consistent with the state’s vision of achieving sustainable development goals. For his part, Mr. Pablo Augler spoke: Regarding the urban legislation that was issued in Mexico, the first of which was in 1876, which was prepared by economists, politicians, artists, and architects, he explained that during the preparation of that legislation, there was a keenness to take into account all opinions and proposals submitted by citizens that serve the law, noting that there is There is a similarity between Mexico and Egypt in terms of cultural heritage in architecture and internal migration from villages to cities, pointing out that urbanization in Mexico witnessed a major boom following the 1985 earthquake.

Pablo said: “In Mexico we work with all our might.” To achieve a link between the fields of architecture, politics and art, which is what is happening in Egypt, I therefore propose to make a draft that includes all the points of similarity between the two countries to be presented in joint workshops.” Speakers from the Mexican side stressed the state’s interest in human rights in all fields, as well as the rights to preserve ancient heritage and architecture and criminalize exposure to it, reviewing the organizational structure of urban planning in Mexico, pointing out that the citizen has the right to resort to the federal authority in the event that he is exposed to anything that affects his personal freedom or freedom. His legitimate rights are violated, including the right to preserve his home, pointing out that there are many legislations that protect archaeological buildings, as they are a right for everyone. In his intervention, Professor Dr. Raafat Shamis stressed that Egypt is one of the oldest countries that dealt with building legislation, and that the Egyptian urban output for thousands of years was the result of legislation, reviewing the developments of urbanization in the modern era starting from the year 1881 until now, addressing the issuance of a number of building laws and whatnot. Amendments have been made to it.

In his closing speech, engineer Tariq Al-Nabrawi expressed his happiness at holding this meeting, saying: “What we have seen today can be called a capsule of success, and a society that adheres to the constitution and works to implement all laws strictly and strongly.” “It is certainly a successful society,” stressing that every citizen has a full right to a good life. Commitment to human rights is what moves society to an advanced position, saying: “This concept is important in Egypt, and everyone seeks to implement it, and as a union we feel these matters, and its law.” It is clear and we seek to develop it, we respect human rights, we participate in urban laws and we insist on our presence in them,” concluding his speech by expressing his hope that another meeting will be held soon.
