Urgent.. The House of Representatives will discuss the draft law on asylum for foreigners next week

The House of Representatives will hold its plenary sessions next week to discuss a number of pieces of legislation, including the Foreigners’ Asylum Law. It will also resume discussion of the new draft criminal procedure law.

Parliament issued an explanatory summary of the agenda of the plenary sessions of the House of Representatives  On Sunday, Monday, and Tuesday, November 17, 18, and 19, 2024, which included a discussion of the draft law submitted by the government issuing the Foreigners’ Asylum Law (session on Sunday, November 17).

The draft law aims to establish a legal regulation of the conditions of refugees, their various rights and obligations in The framework of rights and obligations stipulated in the international agreements to which Egypt has joined, in order to ensure the provision of all aspects of support and care to those entitled to it, through the establishment of the Permanent Committee for Refugee Affairs, to be the authority responsible for all refugee affairs, including information and statistical data related to them, within the framework of continuing to provide Full support and support for refugees.

 

In addition to the continued discussion of the new draft law on criminal procedures (in principle only) (in sessions on Sunday, Monday, and Tuesday)* which represents an integrated law of criminal procedure that achieves A new philosophy that is consistent with the 2014 Constitution and the National Human Rights Strategy, and avoids many of the observations and recommendations issued by some bodies affiliated with official international organizations, and in keeping with technological development, all in a way that achieves the highest interest of the state in the field of human rights at the internal and international levels, and achieves stability. What is desired is for the procedural rules, which guarantee more guarantees of rights and freedoms for the Egyptian citizen in a manner befitting the new republic, as contained in the joint committee’s report on it.

The agenda also included a review of the statement of Engineer Sherif El-Sherbiny, Minister of Housing, Utilities and Urban Communities*, Concerning the policies and plans of the Ministry of Housing, Utilities and Urban Communities to control population growth and urban sprawl through the development of new existing cities, the establishment of fourth generation cities on development axes, strategies for addressing development gaps through the development of slums and unplanned areas, ways to end the file of reconciliation of violations, and policies for expanding the housing program. Social and intermediate housing to meet the needs of citizens and achieve sustainable development. (Monday session, November 18).

As well as reviewing the statement  Dr. Manal Awad, Minister of Local Development, regarding the Ministry’s policies and strategies during the coming period for the governance of local units, their financial and regulatory reform mechanisms, and policies  Addressing building violations and encroachments on agricultural lands in a way that ensures sustainable urban and agricultural development, and steps to end the file of reconciliation in building violations, as well as the Ministry’s strategies to enable local administration units to manage economic development, ways to develop transparency and follow-up mechanisms, and improve the response mechanism to citizens’ complaints. (At a session on Tuesday, November 19).

Presidential Resolution No. 449 of 2024 regarding approving the executive agreement for the program “Promoting the Rights of Persons with Disabilities in Egypt and Their Integration into Society” will be discussed. Between the Government of the Arab Republic of Egypt and the Government of the Republic of Italy, signed on March 17, 2024. (Tuesday, November 19th session).
